We understand that prosecutors may need to enlist the assistance of a foreign national with an ongoing investigation or to serve as a witness. In these instances, it may be necessary for that individual to temporarily remain in or return to the United States. ICE developed this tool kit to assist prosecutors in navigating the U.S. immigration system."
